Asiana Club - No miles in Norway or Sweden, any ideas why?

Deciphering the rules for code shares today I came across this odd little clause:
Please be noted that mileage accrual is not allowed for all Norway domestic segments and the following Sweden domestic segments using Scandinavian Airlines System (SAS) according to the Swedish Fair Trade Law. (Stockholm-Gothenburg, Malmo, Lulea, Umea, Angelholm, Ronneby, Skelleftea, Kalmar, Kiruna, Vaxjo, Sundsvall, Ostersund)
Does anyone have any idea why this is and if it is applicable to all *A flyer schemes, or just OZ's?

I'm pretty sure this applies to all Star programs. As it said in the note, it is something to do with the monopoly position of SAS in the region as far as I know. Certainly I see the same restriction for accumulation on AC Aeroplan, and probably all the others.

Bonus programs are prohibited by law in Norway (domestic only), and in Sweden for routes with more than one operator
