It has been discussed before, but either in the MC/Visa forum or the AA forum, not here in Miles Buzz I don't think.
It says "Test" at the top, and in the previous discussion the conclusion was that it's a test site that someone forgot to remove, and thus there may be errors in the wording.
And it does say there's a minimum purchase requirement in footnote 1: "The 25,000 AAdvantage® miles will appear as a bonus in your AAdvantage® account 8-10 weeks after you have met the purchase requirement." It just does spell out what amount over how long it is.
However, except for forgetting mention what it is, this offer seems pretty identical both in benefits, terms, and exact ending date to the $750 in 4 months minimum purchase offers. So unless you're ready to make $750 purchases in 4 months, beware that you may get absolutely nothing for applying for this card through this offer, because it may simply be an early leftover "test" version of the same site as for those offers.

I got this card six months ago. Any chance of getting it again (and the miles) if I apply a second time ?

Hmmnn, this one says available only to "new Citi/AAdvantage accounts". Is this precluding the traditional churning that has been a hallmark of Citi AAdvantage regular/business/AMEX cards in that now you can only get the bonus once? Or is it the same that's always been said and we should not worry about continuing to get multiple bonuses?

See this thread, in the Other Credit Card Programs (MC/Visa/etc) FlyterTalk forum. It is very current about Citi AA cards including information about your questions above and much more:
