Hertz - ORD Vehicle Inspection Report?

At ORD last week I had to do a vehicle inspection report. I haven't seen this at any other US Hertz location. I'm at ATL this week and last week too and didn't have the VIR. Is this going to roll out to all US locations? It was a hassle at ORD as there were a bunch of us near the exit gate looking our cars over in the dark.

Did you have to complete it when you picked up the car? Or dropped off?

Picked up the car at ORD. At BMI drop off they didn't seem to care about the VIR.
