If you have the Amtrak Mastercard (or get one) or are an Amtrak elite you can transfer Diners -> Amtrak -> Continental.

Annual limit out of Amtrak applies.

Why do you need the Amtrak Mastercard ?
Isn't it enough to just have an Amtrak Guest Rewards account ?

From the AGR website:

Effective January 1, 2008, the option to redeem Amtrak Guest Rewards points for airline miles, hotel points and experiential rewards will only be available to:

Members with current Amtrak Guest Rewards Select or Select Plus status, or
Cardholders of the Amtrak Guest Rewards® MasterCard® issued by Chase Bank.

There were some abuses of the AGR program last fall; members who had no intention to use the program for train travel used it to turn to turn points transferred into AGR into points for Choice hotel points or Southwest Rapid Reward credits, with multiple AGR accounts. AGR decided to crack down on the abuse.

And if applying for the Amtrak credit card, do so from this link to get 8k bonus points (http://www.firstusa.com/cgi-bin/webcgi/webserve.cgi?partner_dir_name=amtrak_4k&page=cont&mkid=6NPW), whereas you only get 5k with the link at the Amtrak Guest Rewards site. You can only transfer out of Amtrak in 5k increments, so either spend $2k on the card, or transfer DC points in 5k increments + 2k into Amtrak, and then you'll have a multiple of 5k to transfer out to CO.
