Other Middle East and Africa Frequent Flyer Programs - Can a Pilot with 200hours Single Engine get a Job in Airlines ?

Is it posible or not ? if not,then where it is posible for these pilots to get a jobs or gain hours ?

Nope. You might get a little more information if you say which country, what license you have, etc.
