I've been renting at the YYZ Term 1 location for the past couple of months, and not having much success with PC upgrades..
I typically book F class for a weekend rental...and I would be getting the Grand Prix, G6, etc...

So tonite I went to request a different car, the attendant there offered an 'upgrade' to a Camry and told me that I am getting a 2 class upgrade from F?

Hertz considers the Camry part of its "Green" collection and therefore an upgrade from F. I asked the same question a couple of weeks ago as part of a moan about customer service in general at DCA, and received this answer (in part):
"We would like to clarify that our records indicate on your previous two
rentals at this location, you received a Green Collection vehicle which is
an upgrade from the vehicle class you reserved."

Claiming it's a 2-class upgrade is a stretch, but it is an upgrade. "Green Collection" aside, the Camry has always been a YF vehicle, which, whether we like it or not, does officially qualify as an upgrade from paid F.

guess complaining works out....
this week I got a Lincoln MKZ(I4 class) on a F class reservation at the YYZ location.

Hopefully this will keep up in the upcoming weeks and months...I'll be renting there for the next year.

With regards to PC upgrades, here is a quick little chart on what you can expect (keep in mind, these are the bare minimum upgrades you can receive, you may receive higher):

Reserved "A" - Receive "B"
Reserved "B" - Receive "C"
Reserved "C" - Receive "YC" or "C4" or "D"
Reserved "D" - Receive "YD" or "F"
Reserved "F" - Receive "YF" or Premium

If you reserve an "F" vehicle, and receive a "YF" vehicle, you have to the right to exchange the car for a Premium car as this is still considered a one class upgrade.

It's not technically considered a YF anymore, or at least the Green version isn't -- the placemat identifies it as an F6, as the OP mentioned. I know this largely because the last time I reserved a Green Camry, they tried to give me an Impala with a column shifter :D (A march to the counter snagged an Outback, that time.)
