Hertz - No Locations in Washington DC?

Just wondering why Hertz closed all their city locations in Washington, DC.
I rented a few years ago from the 11th street location and found it convenient with a helpful staff.
Hertz appears to have pulled out completely from DC, but Avis, National, Budget and Thrifty are all still there. At first I thought it was an unfavorable insurance climate, but then the other companies wouldn't be in the city (and with reasonable rates !)
Seems like it is hardly worth the time to take Metro out to DCA to pick up a Hertz when Avis and Budget are within a few blocks

Their last location in DC was Union Station and that closed a few years ago. The answer the Hertz people give you was insurance, but I'm sure the answer is more complex given that the other agencies are still open as you point out.
I always found Enterprise cheapest for my in-DC rentals (and it was convenient to my old house). Unless you are going on a long trip or doing a 1-way rental and want to use Hertz, I agree that it isn't worth the hassle of taking the metro to DCA.

Hertz has limited love for Washington DC. We have talked a couple of times about the fact that you cannot get premium cars in the DC location either. Hertz feels DC is a losing bet, though I am not sure why. By the way, I think that IAD is one of Hertz's best locations. I consistantly get excellent service there.
