American Express Membership Rewards - Can you transfer miles from any airline INTO AMR?

If you mean American Express Membership Rewards, the answer is no. I am not aware of any program that permits transfers into Membership Rewards ongoing. (Goldpoints did offer this possibility for a year of so.) However, there may be another way to accomplish your ultimate objective if you would care to tell us what you want to do with points.

I want to buy 4 Rapid Rewards credits. Inm aware the transfer rate is horrible, but I need 4 RR credits ASAP.

If I understand correctly you need 6,000 Membership Rewards points to redeem for four Rapid Rewards credits? If you have a Gold, Platinum or Centurion card American Express will advance you more than 6,000 points, and you will have a year to earn them.

Alternately you can buy Membership Rewards points for $25 per thousand.

I don't recall if Green cardholders participate in Points Advance, but they certainly can purchase points.

You could also open the WN Visa card...I believe the award is on the order of eight or so credits...
