South Korea will allow Korean Air to more than double its fuel surcharge for international flights amid soaring oil prices, the transportation ministry said on Thursday.

Fuel surcharge will be paid as of ticketing date, not departure date. Thus if you already ticketed, there is no way they can charge more.

Fortunately we are already ticketed so we should be ok.
