Best Western Rewards - Non Disclosure Law Info with hotels

Peter Greensburg, the travel detective says that there is a non-disclosure law that hotels have to abide by.
On his named site he states:
a failure to disclose, and if you weren’t told about a charge upon check in, you don’t have to pay it upon checkout.

The link that takes someone for more information is broken. I am looking for some documentation on this.
Does anyone know what the law is, file number or a link for more info?

Is there something specific you're looking to dispute? I know that when the energy surcharges started in 2000-01 there was a lot of commotion about them being added after the fact (ie after the reservation was made) and not discussed at check-in. I was able to get the hotel to remove them every time with only minor "discussion" at the front desk. Otherwise just dispute it with the CC company.

No I was just looking for something in general.
Nothing specific. I just hate it when a hotel "thinks" they can just charge you for anything they feel like it when most hotels don't. And if they list every other fee in their "hotel book" found in the room and not other items, I just think it's unfair.
