Other Car Rental Programs/Partners (ie. Alamo, Enterprise, Sixt) - A general Q about Roadside Assistance

Dear all,

I have looked around on the www for info on "roadside assistance" at different rentals companies. It seems to me pretty much the same everywhere and costs around 5-10 USD per day, and I wonder if it is worth buying it next time I am in the US (next month, actually).
I do not have any coverage through credit card, AAA, employers insurance etc. Nuffin.
What I can see on the web is that there are numerous stories about how the RA plans let people down (people wait for ages, service unavailable, RA useless), but I guess for each horror story there are 100 successes that go untold.

What I cannot find on the www, and this is the reason why I post this: What are the rules for people who do not have roadside assistance plans at all?
The car breaks down flat tyre, battery, oil leak, whatever- and now what...

1. Whose responsibility is it to tow the car back to the rental office?
2. Can I abandon it and head for the rental counter and get another car and forget the rest, free of charge?
3. What would YOU do in my situation (I do have the other stuff: * Unlimited Kilometers* Insurance (Collision Damage Waiver, Theft Protection & 3rd party liability)* Extended Protection* Premium Location Fee* Sales & State Taxes* Additional Drivers Of 25 Years or Over* Tank of Fuel)
Buy RA or not?

I'd like to hear some general views, if possible. I know geography and remoteness plays a role 'in general' but apart from that there might things to consider which I don't know about?
