Budget Travel - I don't care when or where I fly
My dates are completely open and I just want to fly to anywhere in Asia, Australia, Africa, Europe, etc. from Ohio or anywhere in the US. I could even fly on less than a day's notice. One way or round trip is fine.
Is there a way to find super-cheap international flights without restricting your seach to certain dates or destinations? What I would like to find is a website that will tell me that there is a seat on a flight say, from Chicago to New Zeland on February 13th for $278 or some similar deal.

You can look at the "Mileage Run Deals" forum of this site. Farecompare.com has a map showing the cheapest places to fly to from a given starting point. Skyscanner.net searches LCCs and will let you list "Any Airport" as the destination and then narrow it down based on price.

Welcome to FlyerTalk benben !... a flight say, from Chicago to New Zeland on February 13th for $278 or some similar deal.
As for deals like that, especially on int'l, well good luck with that  That price is more likely than not going to be for taxes and/or fuel surcharges. As lexande mentioned, keep your eyes peeled on the MR forum in case a mistake fare comes up and pounce - those tend not to last too long.
Unfortunatelly with oil pushing a hundred bucks a barrel, cheap fares are pretty much a thing of the past. But one other suggestion: most legacy carriers have weekend specials from their hubs, and those can be good deals. For example, CO had a $212 (plus taxes) r/t fare to Costa Rica the past couple of weekends, which is pretty good since they are advertising a sale for $200 one way right now. These fares tend not to show up on search engines, so you may have to sign up at each airline's web site.

Do you have any particular budget to work with? How soon do you want to travel? Cheapest option for intercontinental travel in the intermediate future is likely to be ORD (reachable by megabus from Ohio) to Dublin for about $210 oneway on Delta or USAir on a number of travel dates in the next month. If you're looking more generally for good value-for-money and not so worried about low absolute cost, watch the MR forum.
Your request is pretty unusual... I love travel, but there are some places I wouldn't want to go if you paid me. Are you running from the law or something? ;-)
