Air New Zealand Air Points - OT: Why would anyone put an arrivals hall on a first floor?

Sometimes I really REALLY wonder whether the people at this airport actually know how to run one.

Why on earth would anyone in their right minds put a major arrivals concourse on a first floor and require people to transit down one level to a ground-floor carpark? Can you imagine the endless wait for lifts, not to mention the totally pointless escalators bar those with just handcarry luggage? The only airports that spring to mind with such a layout are Hong Kong (which has direct same-floor access to the Airport Express train and have skywalks to multistorey carparks, so there is logic in their planning at least) and Heathrow T3, the latter hardly being an example which any airport would want to copy. All I can say is there better be a hell of a lot of sloping travelators... but somehow given this airport's usual total lack of foresight and planning I doubt it.

For heaven's sake, why can this airport just not do things properly? Building a skyway drop-off and putting DEPARTURES on the first floor like every other normal airport would be a good start. :rolleyes:
