This is pretty intresting thing that they are talking about... I guess you wouldn't have to fly to be elite on that airline:

Among those under consideration: curbside-to-curbside baggage service, fees to check a second bag and allowing mainstream passengers to "rent" for a day the perks available to elite customers.

If UA wants to remain competitive, and to retain loyal customers, nickle & diming customers is certainly not the way to do it. Also, if they're going to charge extra they're going to have to deliver. Customers purchasing these services are going to expect to receive them.
