Flying Blue (Air France & KLM) - Flying screw - lies, lies and more lies

Having left cloggieland a year ago (thankfully), I applied last year to Flying Screw for a transfer of my flyer level and miles to Northwest as I now live in the U.S. and have no desire or intent to return to the lowlands. I was told that I had to apply to Northwest, who told me I had to apply to Flying screw as follows:

To have your Flying Blue miles transferred to your WorldPerks account,
you must contact Flying Blue and authorize Flying Blue to begin the
transfer process. This process must be done in writing. The request can
not be done by fax or e-mail. Be sure that you provide both your Flying
Blue and WorldPerks account numbers so that Flying Blue will know where
to transfer the miles. It is up to Flying Blue once they review the
account to see if they will transfer the mileage to WorldPerks. As
Flying Blue has Global mailing addresses and they make the final
decision. If the decision is made by Flying Blue to begin the transfer
process it can take up to 8 weeks before it will be complete.

Whatever status your Flying Blue account is at the time of the start of
the transfer is what your WorldPerks account will be once the miles are
transferred. All statuses of accounts are determined by the information
that we receive from Flying Blue.

So I applied to Flying screw and after six months of lies, lies and more lies, I actually received an email in May of this year, yes a real live email from someone at Flying screw named Catarina copied as follows:-

Thank you for your account update request.

We would like to inform you that in order to make changes to your account such as your address, we need a copy of a legal document (passport or drivers license) with the information you are requesting that we change. Please fax a copy to 1 519 744 9692 so that we can update your account.

In response to your email, we wish to inform you that the transfer of miles from Flying Blue to WorldPerks is initiated as a result of Flying Blue members moving from the EMEA zone (Europe, Middle East, Africa, India) to the United States, Canada and Mexico. The offer is only given to members if they are former Flying Dutchman members or if they have flown a KLM/NW joint venture flight (all KLM/NW flights between North America and EMEA) in the past 3 years.

If you are eligible to transfer your miles from Flying Blue to the NorthWest World Perks program you will be sent an application form after you have updated your mailing address as it appears on your Flying Blue account. Once you have received it, please complete this application and mail it to the Flying Blue office, at the address provided below, so that we may initiate the transfer.

So I complied to the letter - made many phone calls - and they have now told me it is not possible and have closed the file.

So one thing I don't get: do you fulfill the requirements listed above? This is standard practice and I wasn't even aware that they still do the transfers.
