American Express Membership Rewards - Black for Titanium

I have a plastic Black Amex issued in Mexico and would like to know when the Titanium card will be available for Mexican account holders.

I imagine because that sort of question to a harassed call centre operator is likely to be met with 1. confusion, 2. misinformation, and or 3. hours hanging on the phone listening to Greensleeves.

I'm sure OP is better off asking here!
