I am looking to rent a car in the bay area and want to know if anyone knows which companies will rent to a 21 yr old.

I think most of the companies give cars to under 25yo. But with a hefty "under 25" fee.
I booked a "under 25 special" with a german tour operator. Still very expensive

Before I turned 25, I would rent from Enterprise. Sometimes they charged me the fee, and sometimes they didn't.

I also had the best luck with enterprise, though Budget was occasionally good too.

It's been a few years, but I seem to remember that Hertz and Avis were the most difficult to rent from.

If you're a college student, check with your school they might have a program going with Enterprise.

I too have been using Enterprise exclusively in the past year and have saved a tremendous amount of money by not paying the under 25 fee, plus their rates are usually cheaper than other car rentals.

And this discount is universal, so one Enterprise will not give you the runaround over another. I used enterprise in ROC, PHX and FLL and all three didn't even question my school association.

Matter of fact I got upgraded on each one of those bookings, in ROC I got a PT Cruiser even though I booked a Compact, in PHX I got a Nissan Maxima (which I put over 2250 miles on driving from Phoenix to Las Vegas, Southern California and even Tijuana) and FLL gave me a Ford Five Hundred.

PS. I have three more reservations with Enterprise now that I'm really looking forward to, FLL in September, ORD in October and LAS in October/November... each one of these I booked at $16 to $25 per day for an Intermediate!!! I've been checking rates from day to day and the FLL rate has been dropping progressively, I initially booked it at $20 a day, then $18 a day and now its down to $16 a day and modifying your reservation is a piece of cake right on their web site. Definitely a thumbs up!

If you are from Germany (or this thread may at a later time be found by some from Germany who needs this information): holidayautos.de rents to >21 years old and they have some good prices - you will need to go with Alamo though. ;)
