It is blocked for airport / OLCI assignment. I think you will find that on most if not all flights at least one row in J is blocked this way.

The rationale is that perhaps those traveling with a companion on a flight with no pair of seats left can travel together.

No, op-up assignments are all over the place. In fact, the only time I had an op-up in row 14 was an double op-up and we were assigned 14A/C. I am sure people also get single op-ups in row 14 as well, but it has not happened to me yet.
