I know quite a few in this forum travel Europe to South America quite extensively.
I need to book economy flights July 16 Tampa to Alicante Spain, then July 22 Paris to Rio, July 24, Rio to Bogota, and finally July 31, Bogota to Tampa. All on OneWorld if possible.
Most of my regular research tools like ITA can't handle a trip so complicated. And breaking the trip into Tampa - Europe - Miami plus Miami - South America - Tampa results in very high fares.
Does anyone have any suggestions on routing and pricing such an itinerary?

Travel agent? If you were going through Santiago instead of Rio then it would be easy to figure out using AA, IB and LA.
BTW, I got ITA to work out a set of flights for that routing, even quoting all AA/IB/JJ (TAM) for $4500. If you're willing to concede the miles from GIG-BOG-MIA (flights on Avianca), then it got down to $3645 (earn miles on AA/IB/JJ (TAM). Note that TAM gets RDM, but not EQM. Getting EQM on AA/LA made the price substantially more.

The problem is you are booking in high season; it's not going to be cheap for that itin no matter what you do.
Most of the decent Europe-S/America fares are good for stopovers in the USA, but not good for USA-Europe-S.Am-USA
Maybe you could buy a TPA-BOG R/T, then a BOG-Europe trip. Then nest the two:
TPA-BOG ticket 1
BOG-TPA ticket 2
TPA-Europe ticket 2
Europe-GRU-BOG ticket 2
BOG-TPA ticket 1
Also look at the oneworld Visit South America airpass;if you could get cheaply to LIM, SCL, etc, you could add-on segments to get to GIG/BOG
