American Express Membership Rewards - MR: Points Advance

Just looked at my MR account online noticed they changed the format and now they have something called Available Points Advance with the following description:
Points Advance allows you to redeem for rewards more quickly by borrowing Membership Rewards points at no extra charge. You must simply accrue enough points in your program account to satisfy this Points Advance within 12 months. If you don't earn the points back, just pay off the remaining balance at the Purchase Points cost in effect on the date that you received the Points Advance.

Is this new and how much would they charge per point if you dont earn the points back in time?

Gold charge cards have included this feature for eons. The current cost to purchase points is $25 per thousand.

But I think it was originally limited to 10K.

When I log into my account now, my Available Points Advance is 15K. One of the other threads mentions a maximum of 60K. What criteria is being used to determine how many points can be advanced? I have the Gold Rewards Plus card.
