I am looking for software that will let me browse websites offline and also store them for archiving.

The last time I tried several offline browsers (about a year ago) none worked well. I was wondering what people were using nowadays.

It's good for backing up entire websites too.

Even better is the Scrapbook extension for Firefox:

Works on either a Mac or Windows machine.

The full version of Adobe Acrobat also allows you to capture web sites. You can specify the number of levels, the entire site, and/or staying on a specific path. Adobe will also capture any word and pdf files on the sites. I use this for off-line presentations when I don't have an Internet connection at a conference.
