JetBlue TrueBlue - Refund for lower taxes?

I rechecked one of my flight on my upcoming trip SYR- JFK and I realized the taxes/fees are lower by $9 despite the same base fare. :confused: Anyone know am I entitled to refund of the difference?

FYI, the taxes/fees are the same as my purchased tickets on the return portion (JFK-SYR).

PS. after some digging, the $9 different is the $4.5 passenger facility charge X2
