But i think you could do this if you will take temporary M&M Card in airport or somewhere else without computer registration, accumulate miles on it, and when somebody will be 3 years old go to M&M service and ask them to put your data (address name... etc) in their system

I don't think that they check the ages at M&M. Maybe they have access to the pax data if your children have flown LH but I don't think so.

Yes only infant (10%) rates will probably not get points.
