MilesBuzz! - Travelers checks by CC and Canada

I have searched the board and have not really found the answer. Can I charge Canadian Travelers Checks to my AMEX or Visa without a "Cash Advance Fee" and will the resulting miles be based on US$ or CAN$ ?

Trying to get as many miles as possible without any fees!

I don't believe you can charge Travelers Checks on any credit card as a purchase. If you are a AAA member, however, you can purchase Canadian Dollar TCs (by check) from them and they will waive the transaction fee.
