Anyone know why some rental cars have this little black box attached to the trunk of the car? Is this just a GPS locator?

DVD unit? I thought these were HDD based, not disc based. Either way, yes it would probably be the neverlost the OP saw. I think IIRC that it says neverlost on the box.

The old neverlosts ran on CDs. The newer ones on DVDs.
The little boxes are either GPS antennas or Satellite radio antennas.
