I have been renting from LAX & LGB. I also checked SNA. There is a new CA Tourism Commission Accessment of 2.5% and Hertz (and others) now are charging a 11.1% airport consession fee recovery. Last year, there were just the approx 8% sales tax which was nice compared to other parts of the country with high taxes/fees, etc. My local HLE's only charge the sales tax.

Every time I've rented in California, I've noticed that the total tax rate was 8% to 8.5%, which I thought was a very nice change of pace from the shenanigans we see around the country, where rates often exceed 25% and even 30%.
This news is disheartening.
This new Tourism "we want our share" goes for Sacramento as well.
Tax - 7.75%
Airport recovery - 11.10%
Tourism Commission - 2.50%
At least CA has a good selection of cars. In the midwest you'll find higher rates with more unexplained fees and only a third of the selection. We're not talking Audis and Volvos either.
Not to say you can't get lucky once in awhile. I did get upgraded to an Infiniti G35 in CVG a summer ago.
That sucks. Still, as I rarely pay more than $18 a day at LAX, I find it hard to complain.
