Mexico - ZLO/Manzanillo: Duty free on arrival? departure?

Can anyone tell me if there's DF at ZLO on arrival? I'm assuming there's DF on departure - is it cheaper to buy from stores in town? I'm looking at buying either scotch or (more likely) good-quality tequila.
