I have my prepaid card now and using it for a prebudgeted travel arrangement for next year. The terms say it can be used as a car rental but there will be a 15 percent charge over the actually deposit. My problem is I cannot find anyone accepting the prepaid card now.

Most all car rental agencies require a credit check and minimum credit requirements if paying with something other than a credit card. Seems like a strange requirement to me but the only ones that don't seem to have this requirement are the small local agencies.
I would advise you to just use a credit card. I have also used the paypal debit card to pay for a car rental even though it isn't a credit card at all. That is the only debit card I have ever seen that doesn't say debit on the card.

Many, many, MANY studies over the past 20-30 years have shown a correlation between losses and renters who couldn't qualify for credit cards. It's a bizarre requirement, but that's life, unfortunately.
Going the local agency route can mean forking over a substantial cash deposit that might not be refunded to you for weeks and providing all sorts of information and paperwork that's not required by using a standard credit card with a big-name rental agency.
