Hertz - Non-US rentals - couple of questions...

I did my first Hertz non-US rental last weekend (at Dublin airport) and was "taken by surprise" by a number of things...

I am a Hertz Gold member and my previous Hertz rentals have all been in the US. I rented the car for Dublin through Ryanair (with whom I booked the flights).

I was told that the "spouse is also covered to drive you car" (as a Gold member) was only true in the US. If we wanted an extra driver we had to pay extra (about 8 euros a day, I think). Is this correct - can't find anything that states this benefit is US only...

Booking through Ryanair (a little cheaper than the Hertz site) I was shocked to find that my excess was 1,200 euros! The rental included CDW and a few other bits of insurance, but I couldn't remember anywhere there being a mention of an excess (I also couldn't find any mention of it on the Ts & Cs in the confirmation email I had printed and taken with me). I didn't want to rent a car with such a huge excess, so I paid the "excess waiver" (billed as "super-CDW") for an extra 7 euros or so a day. Is this usual (i.e. having the CDW with a HIGH excess)? Or is it a product of booking through Ryanair? I am used to the all inclusive rentals in the US...
