Cathay Pacific Asia Miles - Eligible rate at Mandarin Oriental for CX miles?

I received notice that my rate at the Mandarin Oriental Bangkok did not qualify for miles.

It was booked online at the hotel's website and was part of their "Getaway Package" rate.

Are full rack rates the only ones that qualify?

Not sure if it only applies to MO. I was in Shangri-La ZhongShan once and have been told I dont qualify because I booked thru travel agency. The rate was EXACTLY the same...
