In my attempts to understand how to get Alitalia to pay me compensation as established by EC law 261/2004, I have discovered that our Civil Aviation Authorities are supposed to ensure our customer rights are protected. (In the case of Italy, that would be the "Ente Nazionale per l'Aviazione Civile").
Has anybody used these civil aviation authorities to any effect?
