Is John Karr eligible to receive miles in his TG, UA, or LH account for BKK-LAX in C?
(or any other Star Alliance airline account)

If I'm not mistaken, no matter who paid for the ticket,
it's the actual passenger who get the miles, right?

Outside of any govt rate restrictions, yes he would get the miles. However, I'm willing to guess he's too wrapped up in kiddie-porn to care about miles.
