Hertz - Compensation coupons -- how do they work?

Had some problems with a rental at LAX, and customer service sent an email response to my complaint saying that they would mail me some $25-off coupons... ^

How do these work? I usually use PC #987501 with my weekend rentals -- can I use the coupons with those?

And do I have to make a reservation with the coupons beforehand? Usually I book C, but I was thinking I could do one of my occasional "at-the-counter" upgrades to a Prestige, and then apply the coupons when I return the car. Of course, the risk here if I have to include the coupons when making the reservations beforehand, I may not want to use them if I'm unsuccessful at a counter upgrade...

Any tips would be appreciated! ^

Similar coupons for "inconveniences" that I have received also have PC numbers and IIRC I booked them on the website.

I have received the coupons; I have never used them. I give them away.

You can add them when you make the reservation. You can also add them at the counter.

The downside to these coupons is that they're seldom worth face value. Hertz deducts them off the base rate, prior to discounting.

So if your rate is $27 ($30 - 10%), the coupon is really worth only $22.50 since it's calculated as $30 - $25 = $5 - 10% = $4.50, not $30 - 10% = $27 - $25 = $2.

You can't combine the coupons with any other PC#, except that you can combine up to 2 customer service coupons together, even of differing values. (I've read somewhere here about a $50 coupon, but I've only ever received $10 and $25, so I don't know about the rules for $50 off).

And Hertz deducts all coupons before discounting, so these aren't handled any differently.
