Hertz - "Standard rental conditions and return restrictions must be met" ?!?

I was trying to take advantage of Special Offers for the FUN Collection (https://www.hertz.com/rentacar/specialoffers/index.jsp?targetPage=hertzfuncollection.jsp&Category=W) for a one-way rental and read the Terms and Conditions carefully. Unlike almost all Hertz promotions and coupons, this one did not state "The car must be returned to that location". Yet I couldn't make the reservation on-line with the HFC1 rate code. I can make the reservation with my standard CDP number (COSTCO), as both cities offer FUN Collection cars. I called Hertz, and was told "there is nothing we can do" because I haven't met the return requirements.

My question is that if "The car must be returned to that location" is a standard restriction, then why is it specifically stated on almost all of their promotions? I discussed this point with Hertz, but could see that I was not making progress. Am I in the wrong on this one? Is return to the same location a standard restriction?

The difference between the rate with the HFC1 code (returned to the same location) and without the code (one-way) for the same vehicle, same number of days, same CDP, is $250!

Frustrated with Hertz... :(

... so shouldn't an offer that does not state "Vehicle must be returned to original renting location" be eligible for a one-way rental?
