Hertz - Personal liability insurance question

First time renting a car in a foreign country (2 week rental in Germany with a side trip to Paris). I know my Visa Signature Card takes care of the CDW so I've declined with Hertz in accordance with my cardholder agreement.

My question is, I know my auto insurance, which normally covers me in rentals in the States, will not cover me in Germany. No problem, I thought, my health plan would take care of medical expenses for family and I. But then I thought about liability for other passengers and, if it is my fault, the other guy. Normally, my insurance covers any event involving anyone I give permission to drive my car, as long as legally licensed. Do I need a policy to cover the two weeks for liability. I believe my credit card only covers damage to the vehicle. I would appreciate anyone's help in leading me to terms as I've described. Most of the terms and conditions I've read deal with the CDW.

You might want to check on the Hertz site, but in many countries in Europe, insurance is automatically included. I think a visit to the Hertz website--or a call to the international desk--will likely resolve the problem.
