I recently had a bad experience with an international budget location.

I had to return the car when no one was there [with their agreement and knowledge of this]. So I was unable to get a signature upon return. The damage is supposidly to the under carriage of the car [not visible??]. I asked for pictures before they fixed the car, but they did not do this.

First they billed me $2500 for damage I did not do. The stated damange cost $600 to fix so they initially owe me a $2500-$600 credit for over a month.

It has been over a month. what should I do about the credit?

Any ideas on how to fight the $600 charge? Since I had no signature do they have a blank check?

They have a blank check. This is one of the drawbacks of dropping off a car unattended; you basically agree to anything that they charge. Most locations are pretty honest. What country was this in? A few countries do have laws and regulations which would protect you to some extent. In some countries it is close to essential to buy the comprehensive insurance at exorbinant rates as they are ultra-strict on damage (part of the insurance sales process I suppose; not very fair but that is their business model and all the brands do it).

Contacting Budget HQ does no good; your contract is with the renting location (probably a franchise, so Budget has no involvement with the rental).

The $600.00 charge will be difficult. You could always try a travel ombudsman like Chris Elliott.

The $1900 should be fairly easy. You can try a credit card dispute, sending the bill to the credit card. If that doesn't work, small claims is always an easy option. Good luck.
