Travel Technology - Expert Flyer Routing Question

I'm fairly new using EF and have been looking at the View Routing option (quoted below). I Understand everything listed on the top row but the cities listed are what is throwing me. Are these the cities where you are allowed to connect on a particular fare? TIA for the help.

In a word, yes. Some fares may expressly prohibit non-stops between the city pair (see View Rules for the fare) and so they list valid connection cities. Some city pairs have no non-stop service and so list connection cities that are permitted and other possible connection cities not listed are not permitted.
