When JetBlue (or any other airline) contracts out their ground handling and ticketing for one of their cities, how does it work? For instance, if UA handles the ticket counter responsibilities in PDX for JetBlue, does JetBlue come in and train them on JetBlue customer service standards and policies, or do they just let United adapt JetBlue flight handling to their everyday United operations?

I believe all JetBlue above-wing operations are done by JetBlue crewmembers - to keep the level of customer service consistent.

Using Frontier as an example, here's what might happen in regards to contracting:

Frontier CSAs were taught the basics of using OpenSkies when handling Independence Air on the west coast.

Frontier CSAs must be trained on Horizon hazardous materials, securiy, etc. if they work in an operation with Frontier JetExpress (which is Horizon crew/aircraft).

The flipside occurs also - Continental CSAs are trained in the basics of Frontier operations at SFO and complete Frontier-taught regulated training.

To cut training costs and to improve customer service, Frontier is currently converting most if not all above-wing staffing in all cities. (DTW done, SFO in June)
