From my experience you should expect traffics issues all day long, but especially during morning and evening rush hours.

no, there isn't much traffic at all at 630a. btw, as others have noted, it would be possible to give you a more accurate departure time (i'd push it to 640, if staying at the hilton, for example) if you told us where you're planning to stay in sh; approx half the city qualifies as "puxi"

Puxi-SHA is not too difficult early in the AM, plus that would mean you're taking a domestic flight, so check-in & security shouldn't be a problem. I'd assume 30-45 minutes, depending on hotel location. And, I'd give myself 1.25-1.5 hours at the airport on the off chance there is a problem with your paid-for ticket on a Chinese domestic carrier. Been there, done that. REfused ot leave counter until they honored ticket.

However, Puxi-PVG is a different story. That early, traffic isn't likely to be a problem but I'd still count on at least 60 minutes by taxi. You have ot cross the river and there can be problems there. And if you are departing from PVG then I'd assume that means international - so more time for check-in & security. 1.5 hours at least.

Best advice - ask hotel desk/concierge the night before, and do whatever they say.

Just this past Friday departed Oriental Riverside Hotel (Pudong) at 7:30AM for a 10AM flight. Cut it a bit close, but no problems. 45 minutes transit & 1.75 hrs at the airport. Not a bad Chinese 5-star. A bit rough around the edges, but you get a river/Bund view for a bit over $100USD. Right outside the entrance is the "tourist tunnel" to the Bund - sort of an "Epcot" ride under the river. Makes accessing Bund/Puxi restaurants & nightspots much easier.

Based on the OP, he/she is flying out of PVG. I still stand by my 630 rec, unless his/her hotel is 10+ minutes from a highway or way out of town(unlikely). IME 60 minutes is longest it takes to get out there, even in heavy traffic; in the early AM, you should be able to get there from the Huashan Rd onramp (e.g. Hilton) in 45 minutes. (As nerdy is it may sound, I have over 100 data points under my belt with respect to this particular issue, usually cut it as close as possible, and have never missed a flight; check-in is easy; just do your best to get to the counter before 745, if possible.)
