The state notified airport officials about the permit approval at the end of December.
The Airport Authority wants to relocate the Panama City International Airport to a 4,000 acre site near West Bay.
To help finance the move they must first sell the current 700-acre airport site.
Airport officials have already received about 30 requests from individuals and businesses that want the opportunity to submit a bid. Those bid proposals will be due in late May or early June.
