Welcome to FlyerTalk :)
Not clear if you're looking for a hotel or hostel. I stayed at Backpackers BCN when I was over in October. The place only sleeps 18, but it's quiet and not too far from Plaza Catalunya. I would most certainly stay there again. They do have a curfew of 0300, but the closest I got to that was around 0230 one morning.

My experience in Barcelona was at a place called Pension Segre.
Not fancy by any means, but a step above a hostel. Great
location near the water... quiet and I got a good night's sleep.
I would certainly check it out the next time I visit there on
a budget.
Listed in TimeOut, among others.
there are a number of spanish web sites that offer pretty big discounts on rooms in barcelona. you'll see some of them by searching "barcelona and hotels and discounts"
Also can you define what you mean as "cheap." You talking about dormitory rooms? rooms under $100 or what?
i'm home so I'm adding some of the urls

I agree, Backpackers BCN is good if you like a quiet hostel. And they are very friendly and it's cheap. They dont like credit cards much, though.

I stayed at Barcelona Mar when I was in BCN in 2004. The place was a purpose-built hostel. So, things were nicely done. Beds have curtains for privacy, and there's a locker with a lock.
Location wise, it's within walking distance from Las Ramblas. One thing to note though, despite the locations, I am not too sure whether, given a chance, I would go and stay there again. The walk from Las Ramblas to the hotel, involves a trek through alleys and small roads, and I didnt feel quite safe.
