This is not a direct answer, but the IC HK is very stingy on upgrades, so I would book the room you want if you want a specific sort.
Top-tier members of the IC loyalty scheme (Royal Ambassador) are meant to receive suite upgrades, but the IC HK refuses to do this and only upgrades by two levels (ie superior harbour view to junior suite harbour view, with no upgrades higher than a JS). Standard Ambassador members get a one level upgrade (ie superior harbour view to deluxe harbour view, deluxe HV to JS).
