Budget Travel - seeking help with bulk ticket dispute...urgent

Need some assistance...I have purchased a bulk rate ticket from a wholesaler with a friend for holiday travel. At the time we hot it (August) the fare was competitive and, based on years past, we expected it to only look better as the travel date approached. Instead, the fares have come down. With a major airline, we would qualify for a rollover of $250+/each ticket (after all change fees have been applied). However, when I mentioned this option with the wholesaler (something I also asked about at the time of ticketing as well), we've been getting the song and dance. Intially I was told it would be cost prohibitive (still doesn't work out that way, even when adding in taxes), then this excuse, then that one. The change fees originally stated by the agent also have changed, too (which we were never notified of, either). On and on it goes. Now the agent is not returning my calls. We still want the same flights and dates and with the same carrier (all of which are still available in plentiful supply), but we just want the fare difference back after the change fees as applicable with rollovers.

The major airline we are flying with cannot look up this information in their system (even when speaking with tariff), as it is a bulk fare and referred us back to the wholesalers, who, in turn will not return our phone calls. Before the change fee penalty, we are looking at a difference now of over $500/ticket. This would be a *major* help on the trip budget, even after those change fees are applied.

How can I (a) find out all about this fare and its details so I know exactly what I have to work with, and (b) force a rollover as I was told this was eligible (if I qualified, which I now do) when I booked this in August? I am convinced this company has absolutely no intentions of doing this easily.

Up front, I'll mention I am a TA so have a somewhat professional interest in how the dispute is getting/got resolved.

To begin, most wholesale or consolidator fares are more restrictive than published fares but the upside is the prices are usually better. That the rates came down in your case is more the exception rather than the rule. But your situation is why I remind folks to use a reputable agent/agency that doesn't play games like not giving you in writing the fare rules.

Sorry I don't have any magic insight beyond that advice but I'd be curious to hear how it turns out.
