CX is taking a poll on this from Marco Polo Club members.
IMHO, most of the teams that I have dealt with have been good.
I would rather nominate the worst teams that I hope CX would take some 'remedial' steps. :p
I agree: hard to select the best of generally good service teams. I think CX ground service at SIN even beats SQ's (maybe except for lounge personnel, but in SQ's case, that treatment is reserved for PPS). Certainly, the checkin agents are a whole lot friendlier and more personable.
Worst IME? I think the LHR ground personnel have had the greatest variability. I've had checkin agents bordering on the morose (but hey, this is T3: I'd be morose if I sat at the checkin counters all day), and one lounge agent try to deny me entry because I was travelling on AA (she did apologize for her error, as it was her first day on the job).

CX sometimes contracts other airlines' ground crew to staff their counters. One example is LHR and CDG where it's staffed by AA.
My vote went to:
1) YVR
2) SIN
3) HKG

bkk is not bad but they are stafed by TG
i was not at all impressed by their staff at LAX
