Travel Technology - blackberry overseas - hardware issue?

My current BB (ex canada - rogers) only works in the outskirts of bangkok, but not downtown. Boss's works through out. Will an upgrade to new bb solve this?
Anyone have lots of experience w/ bb in asia?
