Yes, Orbitz does allow for one way rentals -- see the box for "pick up" and the box for "drop off". Enter the airport codes of your choice (yes, one-way rentals via Orbitz are limited to airport to airport rentals).
In response to your question, Hertz can have competitive one-way rates, but since no PC can be applied (in most cases), you have fewer discount options.
I've had good luck with Hertz, but equally good luck wtih Avis and National.

In my experience it all seems to depend more on the specific dates/times/places.
Sometimes Hertz has been very expensive, but just today I switched to a one-way and it hardly changed my rate at all taking it several hundred miles to another state for drop off (even from a licensee location, not a corporate owned one).
