US Airways Dividend Miles (Pre-2005 America West merger) - Recent SP, GP, and CP promo

Does the current Online Booking Bonus promo count towards the elite promos currently being offered? CP challenge to 18k by 10/31... would the 1k booking bonus be included towards the 18k?
