So I suspect the law of the sea say the baby is a British subject. Needless to say, there will be a long legal battle to determine all this. There was a girl born about 15 years ago to an unwed couple, IIRC mom was Irish and the dad British and the Airplane Thai or Singapore and they were on their way to Australia...whatever; I do remember that the girl was six before she was accepted as a citizen of one of those countries. I'm pretty sure Russia recognizes parentage for citizenship, so the child should be at minimum a Russian citizen. And babies born on British vessels have been granted citizenship if their births are registered with GB. Here's what I found regarding US citizenship for the baby: ... a child born on a plane in the United States or flying over its territory would acquire United States citizenship at birth. ... Birth on U.S. vessel outside the territorial jurisdiction of the United States does not confer U.S. citizenship upon the child of alien parents. (Details on this are in 7 FAM 1116.1-3.) Pax has no ticket and no name and no passport and no known nationality. Is that suspicious activity or what? Better break out the SSI book to look up what to do!
