Not a moderator in this forum (which doesn't have one) but the TalkBoard, not the moderation team handles requests for new forums.
I might suggest a post in the TalkBoard forum along with the reasons why you would like to see New Orleans get its own forum (examples of various threads that have been started, etc.) so that they can readily review the data at hand that might support that.
