Watching the local news this evening it appears the start of a feasibility study being funded by the Government has brought to the fore the possibility of congestion charge for LHR. Appears it is one of the ways that the emissions around the airport can be brought down in order for third runway to be built.
News hinted at possibility of it being brought in within four years so need to worry about it quite yet :p

Not in the UK when it has the possibility to generate huge revenues for presumably BAA, that well known operator of shopping malls with airports attached.

With the current strength of the pound and the uniformly high prices the entire city seems to be in the grip of a congestion charge. Another few pounds cannot hurt.
